NAICS code 541519 – An Information Technology Value Added Reseller (ITVAR) provides a total solution to information technology acquisitions by providing multi-vendor hardware and software along with significant value added services. Significant value added services consist of, but are not limited to, configuration consulting and design, systems integration, installation of multi-vendor computer equipment, customization of hardware or software, training, product technical support, maintenance, and end user support. For purposes of Government procurement, an information technology procurement classified under this exception and 150-employee size standard must consist of at least 15% and not more than 50% of value added services, as measured by the total contract price. In addition, the offeror must comply with the manufacturing performance requirements, or comply with the non-manufacturer rule by supplying the products of small business concerns, unless SBA has issued a class or contract specific waiver of the non-manufacturer rule. If the contract consists of less than 15% of value added services, then it must be classified under a NAICS manufacturing industry. If the contract consists of more than 50% of value added services, then it must be classified under the NAICS industry that best describes the predominate service of the procurement.

Enterprise Infrastructure Engineering Operation Services Short Term Bridge Extension

The Virginia Contracting Activity intends to solicit and negotiate a (180) day extension on contract number HHM402-15-D-0014-0002, Enterprise Infrastructure Engineering Operation Services (EIEOS), based on the authority of FAR Part 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirement. This task order is a current award under the Enhanced Solutions for Information Technology Enterprise (E-SITE) Contract. All E-SITE awardees were given a fair opportunity to be considered for the original order. The Government intends to solicit and negotiate with Booz Allen Hamilton Inc., for EIEOS Services. This short-term bridge contract extension to the existing task order will allow time for a task order competition to be completed under the E-SITE contract.
This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement or proposal which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.

Description of Supplies or Services:

The requirement is to extend the existing Enterprise Infrastructure Engineering Operation Services (EIEOS) task order (from 1/01/2019 to 06/18/2019) will allow the Chief Information Office (CIO) to continue to provide the core infrastructure engineering and back office IT services to operate, maintain, and advance DoD Intelligence Information Systems (DoDIIS) Enterprise capabilities and functions (intelligence mission applications, business applications, messaging, collaboration, communications, and infrastructure). Support encompasses domains such as JWICS, SIPR, NIPR and StoneGhost. Support for other domains may be requested as resources allow to meet agency needs. Services required to be performed are listed as follows:
